Dove Club Permits Go on Sale July 1


Five special-opportunity dove fields will be open to the public this season through the Florida Fish and Wildlife Conservation Commission’s special-opportunity Dove Club Program.
Beginning 10 a.m. (EDT) July 1, sportsmen can purchase Dove Club permits by submitting a completed Special-Opportunity Dove Club Permit Worksheet to any county tax collector’s office or authorized license agent. Permits also are available online at www.wildlifelicense.com or by calling toll-free 1-888-HUNT-FLORIDA (486-8356). Worksheets are on the Web at MyFWC.com/hunting under "Limited Entry Hunts."
Dove Club permits will be available on a first-come, first-served basis, and as long as they remain, the deadline to purchase them is 11:59 p.m. (EDT) Sept. 9. The permit allows one adult and one youth (under age 16) to participate in all scheduled hunts (up to eight days) for a designated dove field. These Saturday half-day hunts cost $150 and enable both the permit holder and youth to take daily bag limits of birds.
The five special-opportunity dove fields are: Allapattah Flats Wildlife Management Area (WMA) in Martin County, Caravelle Ranch WMA (Putnam County), Combs Farm Public Small-Game Hunting Area (PSGHA) (Baker County), Hilochee WMA (Lake County) and North Newberry PSGHA (Alachua County)

"Twenty on Red" Performing at Citizen’s Lodge Park

Free Thursday Evening Concert in the Park Series
Newly formed band "Twenty on Red" will be performing Thursday night, June 25, at the Citizen’s Lodge Park on Cavern’s Road in Marianna starting at 7 p.m. The band performs mostly blues, R&B, and soul music, and has only been together as a group for a little over eight months; however the musicians in this band have been on the local scene for many years.
Several well known locals including Richard Hinson who plays guitar and his younger brother, Randall Hinson, who plays bass will be on stage. Toray Lien handles the drums and Elton Alford is the band’s keyboardist. Kit Reagan, the youngest member of the group, plays guitar as well. Sonny Dunaway, from Tallahassee, is the band’s saxophonist. Lead singer, Carol Dunaway, is brand new to the music scene. This is the first band she has performed with although this has been a dream of hers for a very long time. "Ever since I was a little girl I have wanted to sing with a band." "I have had many years of practice. . . in the car, the shower, and of course, karaoke. Thursday night, I finally get to do it for real." Dunaway says that she feels very fortunate that her first time on stage is with some of the most talented musicians around. "The level of musicianship these guys possess is phenomenal and they make it look effortless."
Dunaway states that this would not have been possible had it not been for the efforts of her husband, Jim Dunaway, the band’s sound engineer. "Jim has provided sound for bands for many years and has worked with every one of these musicians at some point." "It is a real trick getting everyone together for practice because we all have families and full time jobs but Jim handles it like a champ."
Come out and enjoy some sweet music this Thursday at the Citizen’s Lodge Park. Remember to bring your lawn chair and liquid refreshment and most important, it’s free!

Annie Bridges to Retire from BCF

There were twenty-two years of changes and scores of memories recalled by Mrs. Annie Lois Bridges who will be retiring from The Baptist College of Florida (BCF) in Graceville at the end of June. According to BCF Vice President for Development, Mr. Charles Parker, there has never been a more committed and dedicated Administrative Assistant than Bridges. "She has never been too busy or too tired to greet everyone with a smile and a willingness to answer whatever questions they had. She will be sorely missed," stated Parker.
During her years of service at BCF, Bridges reminisced about the three name changes – Baptist Bible Institute (BBI), Florida Baptist Theological College (FBTC), and The Baptist College of Florida (BCF) and working in three different areas on campus - the Library, Admissions, and Development.
"I have seen presidents, faculty, staff, and students come and go," stated Bridges. "Along the way I have gained many friends, learned lots of lessons, and even acquired a little knowledge through classes at BCF. The students seem to have changed into younger people or maybe it’s me just growing older, maybe a little bit of both. I’ve seen buildings go up and buildings come down. Through all of these changes, BCF remains strong, a pillar of the community, and committed to its motto of "Changing the World Through the Unchanging Word®."
Not only did Bridges see the college through many changes and expansions, but she also experienced a few changes in her own personal life. According to Bridges, she became a grandmother of three "beautiful children, and that’s a wonderful change." Bridges indicated that the biggest change came when she moved into a larger house, her first move in forty years, leaving the state of Florida to live in Alabama. "If the Lord continues to give me good health," said Bridges, "I now have room for all of my sewing and quilting that I love to do."
"I will always cherish the memories of the years I had at BCF and the family I have grown to love," stated Bridges. "It has truly changed my life."

Local Retired Educator, Queen Bowers Brown, Writes Book at Age of 82


Queen Bowers Brown of Marianna has completed writing a book called "My Journey." The book tells about her life as the third of 13 children growing up on the farm near Bascom, Florida. It includes information about her adult life, her family, the school, church, and community involvement. There are tributes from her family and friends. Photos of special people and events in her life are also included.
After serving on committees that published three outstanding books in Jackson County, Mrs. Brown decided to write and publish her own book at the age of 82 years. Her book confirms that with God, all things are possible, and without Him, we can do nothing.
Mrs. Brown is the widow of the late Amos P. Brown, formerly of Walton County. They are the parents of two children; Attorney Harriet Brown Birk, (Edward) of Orlando, Florida and Amos P. Brown (Priscilla) of Pensacola, Florida. They have three grand children; David Quinton, Derrick Anthony and Trevor Amos Brown. Their oldest grandson David passed away at the age of twelve. Derrick is a graduating senior and Trevor is in the tenth grade.
She has a B.S. and Masters Degree from Florida A & M University with certification in Reading and Supervision and Administration. She has done further study at Wayne State University, Detroit, Michigan, Florida State University and Troy State University, Dothan Center.
Mrs. Brown was employed by the Jackson county School Board. She retired in 1990 after forty-five (45) years of successful employment. She served as a classroom teacher, Adult Education teacher, Reading teacher, Curriculum Specialist, Title 1 Coordinator and Director of Chapter 1 Programs for Jackson County Schools for forty-five years.
She continues to serve in various capacities in her church and the community.

CHIPOLA EVENT TO HONOR THE LATE ‘BIG SAM’ MITCHELL


Legendary leader "Big Sam" Mitchell will be honored at a ceremony, dinner and dance celebrating his life on Aug. 29 at the National Guard Armory in Marianna.
The event will honor the former Florida Legislator’s legacy while raising funds to create a perpetual scholarship in his name at Chipola College. He played on the college’s first football and basketball teams in 1947.
"Big Sam," developed a larger than life persona during his 40-year career as a coach, principal and father figure to thousands of children in Vernon and Washington County.
He began his coaching career at Campbellton High School in 1952 where he had a 24-2 record in his first season.
He was called to service in the United States Army, and upon returning home from military duty, Mitchell established himself at Vernon High School, where he compiled an overall career record as a basketball coach of 396-59. As a football coach, Mitchell compiled an impressive record of 113 wins and only 17 losses. Mitchell’s basketball team won the state championship in 1957. He was chosen basketball coach of the year in 1957, and football coach of the year in 1961.
Mitchell was appointed principal of Vernon High School in 1967 and served until 1977. He was elected to the Board of Directors of the Florida High School Activities Association from 1968-1975, and served as vice-president from 1975 to 1977.
Mitchell was elected by the people of this area to serve in the Florida Legislature. He served for more than 20 years, receiving many legislative awards. He completed his term as speaker pro tempore during the 1988-1990 sessions. At the time of his retirement from the Florida House, Mitchell was one of the longest serving and most respected members in the history of the Florida legislature. Former Rep. Robert Trammell who served alongside Mitchell in the Florida House for many years, said, "Big Sam was very proud of his rural beginnings. He never forgot who he was or where he came from. Even though he was one of the most powerful and influential leaders in the state of Florida, he always preferred the simple things in life and was always a friend to the little man."
After retiring in 1994, he worked with the Florida Lakes Department for three years. Mitchell was born Aug. 2, 1929, in Chipley. He married Nellie Henders on Sept. 4, 1951, and they had two children, Brenda and Sammie Jean. After retirement he settled down in Vernon, where he ran a small seafood business as a hobby, which allowed him to make new friends until his death in November 2003.
The Aug. 29 dinner is hosted by "Friends of Sam Mitchell" and sponsored by the Chipola Appreciation Club. The event will celebrate Mitchell’s life and contributions to the people of this area while helping to endow a scholarship in his memory at the school that gave him his start. Chipola president Dr. Gene Prough, said, "Sam loved Chipola and he gave the college credit for providing him the opportunity to earn an education. I know that Sam would be proud that we are establishing this scholarship in his name to insure that other people have the same opportunity he had."
The event will begin with a social hour at 6 p.m., followed by dinner at 7 p.m. Entertainment will begin at 8 p.m., featuring the world-famous Embers, the Raleigh, NC, band renowned for its exciting renditions of nostalgic "beach music." Also appearing will be a 1960’s era band, the Villagers, which includes several Chipola alumni.

Jackson County Library System Encourages Reading During Summer Months

Libraries will sponsor youth reading programs during summer months throughout Jackson County

Learning to read is perhaps the most important skill we develop as part of our educational process and development. Reading opens a pathway to total learning. Without good reading skills, all other learning is made much more difficult. Also, reading provides a great form of personal entertainment.

For these reasons, parents are encouraged to involve their children in this year’s Summer Reading Programs. Participants can explore reading through Music, Art, Drama, Dance and more. These will be held at eight locations around Jackson County, with sessions starting June 15-16, and lasting one day per week for five successive weeks.

Overview of County Commission Meeting

At Tuesday morning’s regular meeting of the Jackson County Board of Commissioners, the following actions were taken:

● Recognized retiring EMT Wayne Cherry after 25 years of service.

● Discussed proposal made by Jim Dean, Marianna City Manager, relating to joint maintenance of work needed on Old Campbellton Road. County agreed to work with city, but would not consider taking continuing responsibility for the road. Also listened to complaints from Mrs. Nancy Hearn, regarding encroachment on her property by this road.

● Reappointed Kathy Milton to Chipola Regional Workforce Development Board

● Approved grant application for construction of new Fire Station at Marianna Industrial Park, from grant program for this purpose.
● Accepted Railroad Reimbursement Agreement with DOT for maintenance of railroad crossings.

● Approved allowing Florida Natural Areas Inventory to visit all county barrow pits to conduct survey of pest vegetation. Cogon Grass is an invasive plant which is under a discovery and eradication program.

● Approved advertising for bids for three STIMULUS program sidewalk construction projects. These are on River Forest Road, Caverns Road from Bales Road to High School, and on US 90 from Green Street to Madison Street. Comments were made relating to high administrative and inspection costs related to use of these funding projects, involving over 72 forms. Bids must use prevailing union wages for labor costs, and can not be bid at lower wages levels in order to win contract.

● Approved grant application for Reading Companion IBM Web-based Literacy Grant Program, made by Library Director.

● Approved revised Purchasing Manual prepared by Stanley Hascher, Purchasing Agent for Jackson County.

● Approved settlement of suit between Jackson County and county employee, Amanda Burgess, over wages lost due to errors in job classifications. Settlement provides payment of $4,828 in back wages and $1,010 to retirement fund on her behalf.

● Approved bid awards to R & R Construction and Webb Construction for jobs under Weatherization of Homes program. Discussed inspection and bidding processes with Pamela Prichard, Administrative Services Director, and with Mr. Rushin of R&R Construction. Procedures used in our county comply with procedures used in several other counties engaging in this program.

● Approved bidding acceptance for ambulance remount for Fire and Rescue.

● Approved replacement of three ambulance radio’s fro $28,641.

● Approved bid acceptance of $15,977 for radio system for new Emergency Operations Center.
● Refused request for free space for counseling program by Apostle Mary Johnson.

● Approved allowing right of way clearance by private citizen on Elizabeth Lane in Alford.

● Approved use of Farmer’s Market pavilion by church group for youth event on Saturday, July 25, 6-9 PM. Elder James Bighem requesting.

● Discussed repayment of utility fees to City of Marianna for FPU payment errors over past six years related to Family Dollar Distribution Center. Commissioner Lockey requested verification of amount of funds involved.

An Update on PFC Stephen Daniels

PFC. Stephen Joseph Daniels has completed Basic and AIT at Ft. Sill Army Base at Ft. Sill, Oklahoma. He graduated top of his class from Basic, was promoted from E-2 to E-3. He also graduated from AIT as a distinguished Honor Graduate and excelled in Physical Training. He scored 296 of 300, the highest PF for his Battery. He achieved highest class average, 98.4.

PFC Daniels received a letter of recommendation from the Lieutenant Colonel of his Battery, congratulations from his Sergeant Major, and was placed on the Commandant’s list. PFC Daniels and wife, Dallas are now stationed at Ft. Hood, Texas.

Stephen is the son of Michelle Daniels and brother of Billy Joe and Robert Daniels of Marianna, FL., son of Billy Joe Daniels, Sr. of Panama City, FL. Son of Joe and Khrystal Whitfield, and brother of Bryan, Hannah, Libby and Aaron of Marianna, FL. His proud grand parents are Janice and Tio Bodiford, Alice and Johnny Griffen of Blountstown, FL, Cleve and Kim Barfield of Clarksville, FL., and Joe and Kay Whitfield of Marianna, FL.

We are all very proud of Stephen and bless him and Dallas in all the endless possibilities that lie ahead. Thank you Stephen for having a Servant’s heart for our Country! We are proud to call you our son, brother, grandson, and soldier! Many blessings!

When most people imagine life in prison, the images that come to mind are really different from the reality of the lifestyle. On Friday morning, June 5th, Warden Lewis Christopher “Ike” Eichenlaub, Warden of the Federal Correctional Institution (FCI) was the featured guest speaker at Marianna’s “First Friday Power Breakfast & Speaker Series”.

Upon his introduction, he quickly stated, “When I am introduced as a warden, most people state, “You don’t look like a warden.” Smiling, he adds, “Most people base that judgment on what has been portrayed in movies. But, in actuality, there are many wardens who are younger, and who go to work dressed in coats and ties, working a 9-5 job. The similarities in my position compared to other jobs are many, in that I also have meetings, make phone calls, deal with staff and manage the logistics of operating a large facility.”

Warden Eichenlaub transferred to the Marianna Federal Correctional Institution last September, to assume the CEO position, and the tremendous responsibility of running the prison. He likened his job to that of being the mayor of a small city, stating, “We have an education department (classes for inmates), a grocery store (commissary), maintenance department, and hospital.”

When addressing the differences in his position, he states, “At lunchtime I stand mainline.” I stand there with associates. What this does is to provide inmates the opportunity to talk to me about problems.” He adds, “Conflict resolution is important with inmates.” Pausing briefly, he continues, “It is important to communicate well with inmates, and to treat them with dignity and respect.” He adds, “It is my responsibility to ‘keep everyone in the fence’, keep the public safe, and to make sure that everyone is alive and well.”

Eichenlaub, is the 10th Warden for FCI Marianna, and comes to Marianna with a prestigious background. He stated, “I fell into this line of work after college.” He has worked in federal prisons throughout the United States for 22 years. Throughout his long-standing career, he has received the prestigious Bureau of Prisons “National Media Relations Award,” and has authored and/or co-authored numerous articles about the use of technology in prisons.

A compelling, and enigmatic speaker, he discussed leadership principles that he found to be highly effective throughout his career, such as the importance of communication, relationship-building, empowerment, and Emotional Intelligence.

He focused his speech on things he has learned as he rose throughout the ranks to his current position. Initially, when he arrived in Marianna, he spent 2-3 months just listening, and observing. He took this course in order to learn, rather than make “sweeping changes.” He went on to state, that during that time he discovered much conflict existed at the institution. He did not elaborate on the nature of the conflict, but addressed the problem by focusing on resolving the conflict with conflict resolution training, through a means of a new dispute mediation process. He believes great strides have been made as a result, and that there is a more harmonious atmosphere at the federal prison now.

Throughout his speech he emphasized the importance of having people look forward to coming to work and going home happy. He wanted to ensure that the prison was a place where “people can thrive in a work environment.”

Ike went on to talk about his leadership principles and guidelines. “Communication is the most important thing we can do. It is critical it is always important to keep people informed, emphasizing good listening skills, making eye contact, and building personal relationships with everyone.”

When speaking of his practices, he stated that he memorizes everyone’s name, and made it a practice to write hand written notes to others. “It is important to cheerlead and reward. It shows appreciation.” He touched briefly on the book “Emotional Intelligence” by Dana Goldman, and suggested it as recommended reading for those wanting to understand your emotions, and those you are interacting with.

He continued, “You need to recognize your ego. We all have an ego. You need to recognize where it’s at. I believe the most important aspect of one’s character is portrayed by “Doing the right thing when nobody is watching.” Other important traits are servant hood (helping others by helping them foster their careers), and honesty and integrity. One needs to lead by example.” Pausing, he adds, “To be a great leader, people have to believe in you.”

Grand Ridge Gets Stimulated

DEP announces Stimulus Disbursement for grand ridge Wastewater Facility
--Grand Ridge is among the first communities to receive Federal funding--

The Florida Department of Environmental Protection (DEP) recently awarded $7.4 million to the town of Grand Ridge for wastewater management. The funds, part of DEP’s Clean Water State Revolving Fund Program, will go to the construction of a wastewater treatment facility and an effluent disposal facility.

The town of Grand Ridge has experienced health-related concerns due to the inability of the individual septic systems to discharge and absorb effluent, due to the poor soild types and high ground water levels. The project is being constructed in an effort to address these health concerns by eliminating the on-site septic systems. The removal of septic systems will reduce the amount of nutrients and pathogens that reach nearby surface waters of the town of Grand Ridge, including Ocheessee Pond, Finnely Lake, Shelfer Bay, Brushy Pond and Honey Hill Bay.
The funds awarded to the town of Grand Ridge are a part of the approximately $212 million awarded to Florida from the American Recovery and Reinvestment Act of 2009 (ARRA) to help local governments finance improvements to wastewater, stormwater and drinking water facilities essential to protecting public health and the environment across the state. Florida is one of the first states to have met all the requirements necessary to receive the full amount of ARRA funds to support both the Clean Water State Revolving Fund Program as well as the Drinking Water State Revolving Fund Program (SRF).

Grand Ridge was one of the 33 Florida communities recently approved to receive these funds under the DEP’s Clean Water and Drinking Water State Revolving Fund (SRF) loan programs. Added to ten communities approved earlier this year, there are now 48 projects in 43 Florida communities scheduled to receive ARRA money to help build critical drinking water, wastewater and stormwater infrastructure.

DEP has now committed $197 million of the $212 million in available ARRA funding, leaving $15 million in drinking water funds for applicants as they complete the planning, design and permitting necessary to begin construction. Qualifying drinking water projects will be selected for the remaining ARRA funds, based on their readiness and priority, at a future public hearing. DEP will also continue to work with all applicants to help them apply for other funding as it becomes available.

DEP received more than $800 million in requests for the $80 million of ARRA drinking water project funds and more than $1.5 billion in requests competing for $132.3 million in ARRA wastewater and stormwater funding.

DEP established its SRF programs, under agreements with the EPA, to provide low-interest financing to plan, design and build wastewater, stormwater and drinking water systems. Funded by federal capitalization grants, state matching funds, loan repayments, interest earnings, and periodic bond issues, SRF loans are offered at interest rates substantially below current market rates and help make loans affordable. Repayments from earlier loans are used to make new loans, allowing the program to operate in perpetuity.

Since 1999, DEP has invested more than $3.5 billion to upgrade and improve drinking water and wastewater facilities and clean up storm water pollution, funding close to 2,100 projects statewide. More than $2.6 billion of this amount has come from the SRF programs.

Gwen Long Selected as the “State Mortician Of The Year”

Owner of Peoples Funeral Home earns State recognition.

Gwen S. Long, L.F.D. was recently selected by her peers to represent the State of Florida as “Mortician of the Year” for the Florida Morticians Association, Inc. She was nominated by District Five for her commitment and service to the District, Association and profession. Gwen has been a Licensed Funeral Director/Embalmer since 1987. Upon her licensure, she became the 1st Female LFD in Jackson County, Florida.

Gwen found her way into the funeral profession through her biology teacher. She attended Chipola Junior College and the Miami-Dade School of Mortuary Science. She completed her internship at Christian Memorial Chapel and worked as the Licensed Funeral Director in charge for almost 19 years. In 2006, she was blessed to become co-owner of Peoples Funeral Home in Marianna which has been in continuous operation since 1938.

Gwen is a service-focused funeral director and grief counselor with a strong commitment to serving the needs of grieving families before, during and after the loss of a loved one. She uses care and compassion as she structures the best possible service to meet their needs.

Gwen will be honored on Wednesday, June 24, 2009 in Tallahassee, Florida during the 85th Annual Convention of the Florida Morticians Association, Inc. The keynote speaker for the occasion will be Attorney Willie Gary from Stuart, Florida. Mr. Gary has been recognized by Forbes Magazine as one of the “Top 50 Attorneys in the U.S.” and Ebony magazine as one of the “100 Most Influential Black Americans“. He has been featured in The New York Times, The Chicago Tribune and The Boston Global to name a few. Mr. Gary has also been on 60 Minutes, the CBS Evening News, the ABC World News Tonight and has made a guest appearance on the Oprah Winfrey Show.

Young Musician Offers Testimonial To Millard Hatcher, Well Known, Long Time Local Musician

This week a bright fifteen year old boy came into our offices on Madison Street with a picture of himself and Millard Hatcher, a well known local musician who spent his life serving the Lord through playing at hundreds of churches proclaiming his faith through his talent. The young lad was Carlon Dilmore, a student at Victory Christian Academy in Sneads and also a very talented musician. The picture was taken of Carlon and Millard Hatcher playing together at the Easter service at Victory Christian Chapel.

“It was taken on Easter Sunday”, Carlon explained. “It was the first time I was privileged to play with this great musician, and it was his last performance before he died on May 4. My short time with him had a profound impact on me as a person, the strength of my faith, and my resolve to use my talent in the service of the Lord.”

“Carlon is one of the best players in the southeast, maybe the best in the country!” exclaimed James Earl Cloud, his proud Grandfather. Cloud was a Jackson County Commissioner for District 5, in the early 1990’s.

“Mr. Millard Hatcher could have made it big in religious music if he had wanted to”, Carlon explained. “Instead he chose to stay in Jackson County and serve the Lord here at home. He played with such notables as Jim Williams and the Stanley Brothers, and recorded a great CD entitled “Memories of Mom and Dad”.

Carlon can usually be found playing for the congregation at the Dellwood Baptist Church on most Sunday’s, with his family proudly sitting in a pew near the front.

Claude Reese Appreciation Day Proclaimed

Well deserved honor is bestowed on local citizen.
On Monday, May 18th, the Chipola Historical Trust observed "Claude Reese Appreciation Day" in observance of his retirement after many years of serving as President of Chipola Historical Trust.
Claude was presented a "Key to the City" by City Commissioner Roger Clay, a proclamation from Mayor James Wise was read, declaring Monday, May 18th as "Claude Reese Appreciation Day". A special plaque from the Chipola Trust expressing their appreciation for over forty years of leadership of historical projects in Jackson county and Marianna.
He and his wife, Becky, were given a gift certificate to a local restaurant to express appreciation for the time he spent away from her taking care of presidential duties. An outline of his many years of service and the many accomplishments of the organization under his leadership was read by Pat Crisp, who will now assume the presidency of the Chipola Historical Trust. Harvey Wilbanks will serve as vice-president, Carol Jean Crawford, treasurer and Ruth Bass as secretary.
With 60 members, the Chipola Trust will continue to promote historical preservation and awareness throughout Marianna and Jackson County.
The Chipola Trust meets each 3rd Monday evening at the Davis-West House on Putnam Street. Anyone interested in historical preservation is invited to join the organization. Contacting Carol Jean Crawford at 482-8322 will allow her to send a reminder card to anyone interested in membership. The next meeting will be June 15, 2009. We meet each month except July, August, November, and December.

Local Resident, Rita Eastman Killed in Auto Crash

Crash occurred at McDonalds exit to State Road #71 South
An accident report prepared by Trooper Peterson of the Florida Highway Patrol states that Mrs. Rita Eastman, age 87, of Marianna was killed when she apparently was exiting the McDonalds restaurant south of the truck stop on the Blountstown highway. She pulled into the path of a northbound GMC pick up truck driven by Glenn Brock of Vernon, FL.
The truck hit the driver’s side of the vehicle which pulled out into the path of the oncoming traffic. Both drivers were wearing seat belts.

JCSO Reports Arrest of Registered Sex Offender

On Monday the Jackson County Sheriff’s Office received information regarding a parole violation for one of the county’s registered sex offenders, identified as Roy Bush. Information received during a child abuse investigation was that Roy Bush might be living at a residence other than the residence where he was registered as required by Florida Law.
During the investigation it was revealed that Roy Bush, 51 years of age, with a registered address 2745 Fleetwood Drive, had in fact been living at a residence in the Marianna area other than this registered address.
Bush had been released in April from the Florida Department of Corrections and returned to live in Jackson County. As a result of the findings of this investigation against Roy Bush, a criminal complaint was filed with the Office of State Attorney in order to obtain a warrant for the arrest of Bush. Roy Bush was then taken into custody on the afternoon of 06/01/2009, and is currently incarcerated in the Jackson County Correctional Facility awaiting first appearance in court.
The Jackson County Sheriff’s Office continues to monitor the location of registered Sex Offenders in Jackson County. Body Recovered From the Apalachicola River

On Monday morning searchers recovered the body of a Blountstown man who disappeared in the Apalachicola River Saturday after a boating accident, about a mile south of the Chattahoochee Landing, near the spot where the accident occurred, as reported by Florida Fish and Wildlife Conservation Commission (FWC) Lt. Gary Applewhite.
The dead man was identified as Jefferie S. Rector, 28, of Blountstown. FWC Investigator Tony Brunson said Rector and Mark Hamilton, 29, of Marianna, were going north on the river Saturday afternoon in a 15-foot aluminum boat, powered by a 75-horsepower motor.
They had been knee boarding and enjoying the river after entering the river at Ocheessee Landing earlier in the day. They had decided to make their way upriver to the Chattahoochee Landing when they attempted to go around a navigation buoy. Brunson said it’s unclear exactly what happened, but as they made a sharp turn, the vessel hit a wake or "something" that caused both men to be ejected.
Neither man wore a life jacket.
Hamilton told officers, after he and Rector were ejected, the boat began circling wildly and then struck Rector. Hamilton was pulled from the river by a fisherman who was nearby. He remained at the scene and assisted in the search for Rector.
Rector’s body has been turned over to the medical examiner’s office in Panama City.
Many area law enforcement agencies aided in the overnight search for the body. These included the dive team from the Jackson County Sheriff’s Office, the Gadsden and Calhoun County Sheriff’s Departments, the Chattahoochee Police Department, a helicopter search team from Calhoun-Gulf County search and rescue team, and the U.S. Corps of Engineers.
