Chipola Financial Aid Processing Deadline is August 3

Students planning to enroll in Chipola College this Fall are encouraged to file the Free Application for Federal Student Aid (FAFSA) and complete their financial aid file by Aug. 3.
“The first thing students and families need to do in order to apply for financial aid is to complete the FAFSA,” says Dr. Jayne Roberts, Chipola Dean of Enrollment Services. “The FAFSA form will determine eligibility for financial aid, such as Pell Grants, work-study programs and student loans. It is very important that students and families pay attention to deadline dates when applying for financial aid and scholarships,” reminds Roberts. “Some financial aid options have limited funding; therefore, the ‘early bird gets the worm’ philosophy will apply.”
To meet the Aug. 3 processing deadline, students are encouraged to submit the FAFSA as soon as possible to ensure it can be processed by the deadline. Tax information for both the college-bound student and parents is needed when completing the FAFSA.
The FAFSA can be completed electronically at www.fafsa.ed.gov. The Chipola College school code is 001472.
All students seeking Financial Aid must have completed the FASFA and submitted the required paperwork to the Chipola Financial Aid Office in order to use financial aid to pay tuition for the Fall 2009 semester. Students who are not eligible for financial aid or who have not completed their financial aid file by Aug. 3, must make other arrangements to pay for tuition and books.
To avoid delays, students are encouraged to: (1) apply at www.fafsa.ed.gov; (2) complete the application thoroughly and promptly; (3) keep a copy of all documents used to complete the application (4) submit additional requested information to the Chipola Financial Aid Office promptly.
For information about Financial Aid, visit www.chipola.edu, or phone 850-718-2366.

Traveling Man

Bryon Knight, 12 year old Great-Grandson of Tommy and Rosie Grainger has just returned from a 20 day trip to France, Italy, and Greece. Bryon was one of the 34 middle school students from Florida selected as a Delegate in the People to People Student Ambassador Program. This is an educational program founded my President Dwight D. Eisenhower in 1956. The organization has remained dedicated to the mission of promoting world peace through increasing understanding between the citizens of the world.
Over the past five decades eight U.S. Presidents have served as honorary chairman of People to People International. President John F. Kennedy, President Lyndon B. Johnson, President Richard M. Nixon, President Gerald R. Ford, President Ronald W. Reagan, President George H. W. Bush, President William J. Clinton, and President George W. Bush have supported the Student Ambassadors program.
Bryon is listed in the Who’s Who Registry of Academic Excellency (Middle School) for the past two years and spent a week in New York City and a week in Washington D.C. while he was a student at West Bay. Bryon attends Surf Side School in Panama City where he just completed 6th grade. He has been invited to Australia next year for the program. Along with the great opportunity of experiencing various places, and learning about the world around us, Bryon along with the other members of the program are also receiving high school and college credits for their time in this program.

Chipola Board Breaks Ground for Center for the Arts

The Chipola College Center for the Arts moved one step closer to opening night Tuesday when the Chipola District Board of Trustees broke ground to begin construction of the $16 million project.

Chipola president Dr. Gene Prough, said, “The new center for the arts is the largest building project in the history of the college. This will be a showplace for the performing arts in the Panhandle. We want to thank Rep. Marti Coley and the rest of our legislative delegation for supporting this project for our students and community.”

The center is to be constructed on the college’s new access road, Prough Drive, just off River Forest Road.

According to Joan Stadsklev, Chipola Director of Fine and Performing Arts, the theatre within the center will seat around 650 with a balcony, and will include new dressing rooms, a scene shop and costume shop. An art gallery and reception area is planned, along with a small concession area. The most intriguing feature of the new complex is a “black box” theater especially for theater audiences of 100 or less.

“The public will enjoy the fine and performing artistic work of our students in theatre, music, and art in the new 650-seat proscenium theatre, black box theatre, recital hall, and art galleries. The space also will provide a strong artistic venue for the Chipola Artist Series and visiting art exhibits. Arts patrons will truly enjoy an aesthetically-pleasing and total artistic experience from the moment they enter the center grounds through the final curtain,” Stadsklev said.

Chipola Capital Projects and Contracts Administrator Louy Harris reported that the 56,000 square foot center has an estimated 600 days for completion. “This is what’s known as a ‘design-build’ project which brings an architect and contractor together to complete the project from conception to completion within the budget,” Harris said. The construction firm of Allstate/Southland of Tallahassee was selected as the Design/Build Team to provide design, permitting, and construction services for the two-year project.

Chipola Theater Director Charles Sirmon says, “This is the culmination of five years of planning and dreaming. The larger theater will enable us to stage big musicals and accommodate large crowds. The size of the theater will also enhance our educational theater outreach program so that more students will be able to enjoy theater. I’m very excited about the black box theater which will give students the opportunity to work on a smaller stage and produce their own work.”

Sirmon says the technical side of theater also will be greatly enhanced with state-of-the-art systems for rigging, hanging, lighting and set construction facilities.

The college enlisted the services of Theatre Consultant Robert Lorelli of New York, who has assisted with a number of major theatre design plans.

The new center will replace the current 350-seat theater which was constructed in 1958. The old theater is short on space and even shorter on restroom facilities. Set construction is now performed outside weather-permitting. Insufficient dressing room space and the absence of a costume shop are just some of the challenges in the current theater.

The Chipola Theater is a busy place with an estimated 10,000 visitors per year. In addition to three annual college theater productions, the theater also is home to four annual artist series events and other performances for thousands of area school children.

Chipola Students to Benefit from New Scholarships

Money is available for studies in Computer Sciences
Chipola College students may get some help with tuition and books this Fall thanks to a new grant for students interested in computers and information technology.
Officials from Florida’s Great Northwest on July 13 announced the organization’s investment of $1,150,000 to be used for scholarships in information technology (IT) and engineering programs at seven community colleges and universities in the Panhandle.
Chipola is participating in the scholarship program along with the University of West Florida, Pensacola Junior College, Northwest Florida State College, Gulf Coast Community College, Tallahassee Community College and Florida State University.
Chipola is the recipient of $50,000 to promote and fund scholarships for students enrolled in several computer-related programs. Scholarships are available for Associate in Arts (AA) degrees in Computer Science and Information Technology. AA students typically take classes for two years and then transfer to a university to complete the junior and senior years of a bachelor’s degree.
Associate in Science (AS) degrees in Computer Engineering Technology, Computer Information Technology, and Networking Services Technology are also included among the eligible programs. AS degrees are designed to prepare students for careers after taking one to two years of courses.
Scholarships are also available for Workforce Certificate program in Computer Systems Technology which can be completed in as little as one year.
Chipola president Dr. Gene Prough, said, “These scholarships couldn’t come at a better time for our students..” Florida’s Great Northwest provides leadership in economic and workforce development in 16 counties in Northwest Florida from Pensacola through Tallahassee. The group’s primary mission is to help create a diversified and sustainable economy that creates nationally and globally competitive advantages for the development of key industries, increases the income and prosperity of workers and families, and preserves the region’s vibrant quality of life. A study revealed a dramatic shortage of graduates from certification through graduate degrees in computer engineering, industrial engineering, computer specialist programs, and engineering technician programs in Northwest Florida as well as at state and national levels.
The study also revealed that while sufficient IT and engineering courses are already offered throughout the region, there are not enough graduates from the programs to meet the region’s growing demand. Florida’s Great Northwest developed the post-secondary scholarship program to spur enrollment in the region’s existing IT and engineering programs.
A unique college alliance, the Northwest Florida Consortium, will use the grant to award some 378 scholarships to IT and engineering students. Eligible programs range from certification to master’s degree and span programs such as Master of Science in Software Engineering and Database Systems, Associate’s in Computer Engineering, Networking Services, Technical support as well as Certificates in Technology Systems, Information Technology Management, Web Development, and Computer Programming, among others. The consortium will match the $1 million grant with $2,631,935 for a total program investment of more than $3.5 million.
At Chipola, WIRED Scholarships may fund all or part of costs for tuition, fees, textbooks and software. These funds may be awarded only to students in technology or computer-related majors or programs of study. The new scholarships may be awarded in addition to other scholarships or grants. However, the selection panel will also consider other funds available to students through the Foundation or Financial Aid Office. The scholarships will be available only for the 2009-2010 school year and will be awarded on a first-come, first-served basis as qualified applicants are identified.
For information about WIRED scholarships at Chipola College, contact Gail Hartzog or Pat Barfield at 850-718-2342 or email: hartzogg@chipola.edu or Nancy Burns at 850-718-3210 or email: burnsn@chipola.edu

Marianna City Commission Meeting Overview

Meeting of July 7, 2009 By Sid Riley
At Tuesday evening’s regular meeting of the Marianna City Commission the following actions were taken:
♦ Designated Ann Roe as Health and Rehab “Employee of the Month”.
♦ Designated Patrolman Tyler Scarbrough as City “Employee of the Month”.
♦ Awarded annual City of Marianna Scholarship to Dustin Miller, son of Ricky and Tami Miller.
♦ Hired Melinda Gay as new Director of Marianna Health and Rehabilitation Center. City Manager, Jim Dean, recommended starting salary of $64,000. Commissioner Roberts felt salary of $72,000 would be more appropriate. Commissioners approved hiring Mrs. Gay at the higher salary.
♦ Commission was presented monthly report from Health and Rehab Center. Occupancy remains high and operations are ahead of budget planning.
♦ Commission reviewed presentation from Matt White regarding needed upgrade of telephone network used by City of Marianna at its seven locations. Four options were presented with varied cost and improved capabilities. Commissioners decided on option which will cost $60,000 for installation, but will reduce annual telephone bills for the city from $25,000 per year to $20,000 per year. This yields a 12.4 ROI on the purchase.
♦ Approved expenditure of $7255 for awarding work to Century Fire Protection for anti-freeze systems for sprinklers over outside pedestrian canopies at the Health and Rehab Center. Commissioner Roberts questioned why the State inspector had issued a citation against the Center for this requirement after fifteen or twenty years of previous inspections without mention of this need. The response was that a new inspector had been hired to perform the inspections by the State, and this inspector was creating new requirements.
♦ Commission tabled request from Rev. Daisy Townsend-Johnson for use of building at the airport for counseling program until proposal is reviewed by the Industrial Development Board.
♦ Approved Ordinance #977 relating to Schools Element of Comprehensive Plan for first reading and advertising.
♦ Approved Ordinance #981 2nd Reading for Florida Public Utilities franchise renewal. Renewal approved with 5-0 vote.
♦ Approved 1st Reading for adoption of annexation of 441 acre parcel north of Chipola River.
♦ Approved leasing of upstairs area in Airport FBO building to Jackson County Sheriff’s Department for use by Drug Task Force. Lease rate $400 per month.
♦ Approved personnel policy changes recommended by City Manager.
♦ Approved bid from Economy Air Conditioning for installation of 2 ton York Air Conditioning unit for Police Department. $3330.00.
♦ Approved Interlocal Agreement with School System.
♦ Required City Manager to obtain bids from all local auto dealers for new vehicle for Hayes Baggett, Chief of Police, prior to purchase. Baggett’s existing vehicle will be used as replacement cruiser, and the new car will not be totally cruiser equipped. $19,553 bid from Chipola Ford was previously submitted.
♦ Approved bid from William Crutchfield for new outside air conditioning unit for Fire Department, $3593.00.
♦ Approved giving small air refill unit which is surplus, to the Sheriff’s Department.
♦ Approved purchase of new dryer at Health and Rehab. Gulf Coast Laundry Sales, $6684.00.
♦ Received report from City Manager on beginning of work to put utilities underground in Court House area. Will be 4-6 months before all permitting and inspections can be processed.
♦ Approved designation of Melvin Engineering as primary city engineering firm for next year. Commissioner Roberts stated more opportunities should be given to some of the newer firms in the local area. Commissioner Wise took exception to remark that the commission was merely “rubber stamping” approval of Melvin Engineering. “We shouldn’t get involved in the City’s management decisions, we should follow the recommendations of staff”, Wise argued.
♦ Approved requesting funding for the two new fire trucks which will be purchased with $100,000 in stimulus funds plus a $216,000 low interest loan. Expenditure $216,000.
♦ City Manager, Jim Dean, reported that the County Commissioners had denied his request for the city and the county to share repair costs of Old Campbellton Road, and then the county assume responsibility for the road since it only serves county residents. Dean stated that work was underway by the City to do as much as possible to fix the road.

Farm Storage Facility Loan Program Rules

The 2008 Farm Bill reauthorized the Farm Service Agency’s (FSA) Farm Storage Facility Loan Program (FSFL). The program provides low-interest financing for producers to build or upgrade farm storage and handling facilities.

To expedite the FSFL approval process, producers planning to submit an FSFL application to FSA, may request an environmental evaluation of their proposed project at their county FSA office.
To comply with the provisions of the National Environmental Policy Act (NEPA), FSA must evaluate the potential impacts the proposed structure could have on the environment for FSFL applications. An FSA-850 form must be completed for each FSFL application before the application can be approved.

Producers requesting an environmental compliance determination are advised that the FSFL application must be submitted and approved before site preparation and construction can begin on the facility.

Applicants will be required to identify the:
♦ type of structure they wish to construct
♦ proposed site by marking the location on an aerial photo.
County Offices will not accept requests to complete FSA-850 via telephone. If a producer is unable to visit the office, the request must be submitted in writing and include the necessary information to complete FSA-850.

Additional information about initiating a Farm Storage Facility Loan is available at FSA county offices.

First Baptist Church Marianna Youth Choir 1972-74 Hold Weekend Reunion and Concerts

♦ First Baptist Church of Marianna, Florida has a reputation for exciting youth programs and choirs. In 1972-1974 the youth choir swelled to over 100 voices and accompanists as they travelled to Mississippi, Louisiana, Georgia, North Carolina, Kentucky, Indiana, Ohio, Virginia, and Washington D.C. They sang in churches, prisons, parks, tent revivals, campgrounds, the banks of the Suwannee River, and the steps of our nation’s Capitol. Leading the choir was Eugene Hattaway, then a young choir director and youth minister. Over the past 35 years Mr. Hattaway has gone on to serve in some of the largest Southern Baptist churches in the southeast as well as being a member and assistant director of the Centurymen, a group of over 100 Southern Baptist Choir Directors, that have travelled the globe singing and recording music. He presently services as Worship Leader at Tellico Baptist Church in Tellico, Tennessee.

♦ A reunion weekend and two concerts are planned for July 31 – August 2 where the former members and their former choir director will share time reminiscing, fellowshipping and rehearsing. The weekend culminates in two concerts at First Baptist Church on Sunday, August 2. The Reunion Choir, led by Mr. Hattaway, will perform Sunday morning at 10:30 AM with a message by Dr. Shuford Davis, who served the youth group as retreat pastor and the Church as interim pastor. Dr. Davis presently has a marriage and family therapy practice and is a published author of several articles on marriage and family dynamics.

Dinner on the grounds will follow the worship service. In the evening service, Mr. Hattaway will perform a concert including many of the church’s favorite Hattaway selections. Scheduled to attend, pending travel arrangements, is Dr. Michael Catt, pastor of Sherwood Baptist Church and one of the driving forces behind the successful Christian films, Fireproof, Facing the Giants and Flywheel. Dr. Catt is a former FBCM summer youth minister.
